Article deals with CCP Proposals for Formulating the 13th FYP, adopted during 5th Plenum of the CPC Central Committee in October 2015. According to the plans, in 2020 China is to be achieved one of the main goals of development in this century - "building a moderately prosperous society," with per capita income at about US$ 6000, based on the "new normal state" of development. Key trends and new concepts of development, which China will use for its development analyzed. Most controversial and problematic aspects of the implementation of the 13th Five-Year Plan also have been explored.
