ФОРМУВАННЯ СУЧАСНОГО ПОРЯДКУ ДЕННОГО КНР: РОЛЬ АНАЛІТИЧНИХ ЦЕНТРІВ І ЕКСПЕРТНОГО СЕРЕДОВИЩА

Abstract

This article analyzes the evolution of analytical centers of People’s Republic of China, as well as the plans of PRC officials to create “factories of thoughts” for the period till 2020 on the basis of “Propositions on strengthening the construction of new types of think tank with Chinese Specificity” which was adopted by the Communist Party (CCP) General Office on January 20, 2015 in order to setting out the guiding ideology, basic principles and general objectives for development of new kind of Chinese think tank. Their role is certain as producers of policy of the Chinese State. The specific features of their classification are also noted, which divide them into some groups: 1) state analytical centers that are most influential due to their direct interaction with the authorities; 2) specialized academic research institutes, whose activities focus on academic research, development of conceptual long-term strategies and targeted programs; 3) analytical centers operating in the system of universities, with main task to promote China’s “soft power” beyond its border by expanding the network of cultural and humanitarian contacts with foreign partners and promoting the interests of the People’s Republic of China in the world, raising the awareness of the peoples of the countries along the New Silk road as a part of Chinese “Belt and Road” initiative; 4) centers created by private institutions. Special attention is given to the prospects of Chinese think tank development. The problematic moments on the way of implementing the document are highlighted, which should help to find the answer to the internal and external challenges of our time.
