ТЕХНО-ЛЕГІЗМ ЯК КОНЦЕПЦІЯ МЕРИТОКРАТИЧНОГО АВТОРИТАРИЗМУ ТА ГЛОБАЛЬНІ СТРАТЕГІЇ PAX CHINESE

Abstract

The article presents comprehensive analysis of several important social phenomena in contemporary China, that characterizes specificity of economic and political processes in the country, and, at the same time, have a significant impact for tendencies in modern global world-system. In the research postulated that techno-legalism, meritocracy and the authoritarian model of social governance as the most important among these phenomena. In the context of this analysis, we consider prospects for the development of such a concept as Pax Chinese, which is gradually becoming an identifier of a fundamentally new conception of the world order. Analysis of economic and political institutions of modern China allowed us to examine the historical features of the establishment of its economic success from Mao and Deng Xiaoping to the Xi Jinping’s era and its high-tech solutions in the field of artificial intelligence, which demonstrates rather powerful creative potential of the contemporary Chinese economy. Significant emphasis is placed on the global economic advantages of modern China, where the key one is prevalence of solid manufacturing facilities. At the same time, analysis of China’s political problems, which are revealed in the excessive use of technologies to intensify authoritarianism, albeit with a “meritocratic” face. It is noted that such a strategy has its advantages in the economic sphere, however, this approach has also created certain vulnerabilities in the development of the political culture of modern communist China, which make Chinese elite searching legitimation tools for their efforts in the economic area and to develop an alternative conception of human rights. The research analyses specifics of the policy of economic nationalism, in particular in the context of a model of “entrepreneur state” creating with meritocratic management strategies that focus on implementation of the government’s plans. It is also established that economic leadership and China’s struggle for geopolitical influence in modern world generates its specific opportunities for reshaping global economic and political landscape. Particular attention is given to technological progress led by the China’s Communist Party, using technological breakthroughs on international arena, and foreign economic policy application as a strategic tool for shaping China-centric world.
